Trieu Phong District in Quang Tri Province has as its center Quang Tri Town. Once the capital of the Province the town was leveled in 1972 during an 81 day siege in one of the fiercest main force battles of the entire war. Fighting was heavy throughout the District and the accident rate remains high here.
Hoang Quoc Phuong is 9 years old and like many children his age spends much of his time tending family livestock in grazing areas near their villages. Hoang was herding cattle with his friends Ho Ngoc Anh and Ho Thi Thuyet, who are cousins, when they found a clusterbomb.
17 year-old Anh, who stamped on the ordnance, died instantly.Phuong and Thuyet were transported to Quang Tri General Hospital and CPI was asked to respond.
Thuyet's injuries were very slight, but Phuong's were not: he received a colostomy for perforated lower-intestines, and had multiple fragments over his entire body.
CPI covered the medical costs, and after the mourning period will provide a Family Bereavement Grant to offset the cost of Anh's burial. After recuperating, Phuong will have his colostomy reversed.
